Kevin Quinn

Biography
Kevin Quinn is the Chief Executive Officer of TransLink, Metro Vancouver's award-winning transportation authority. As CEO, Kevin Quinn oversees management, planning, finance, and the growth and delivery of bus services, SkyTrain, SeaBus, HandyDART, and West Coast Express transit services, as well as cycling and walking infrastructure, five bridges, and the Major Road Network.
Under Kevin's leadership, TransLink has released several plans that shape the future of transportation in the region, including Transport 2050, TransLink's latest Regional Transportation Strategy and Transport 2050: 10-Year Priorities, the Climate Action Strategy, the Customer Experience Action Plan, the 2022 Investment Plan, and the Real Estate Development Program.
With sights set on the future and feet grounded in the present, Kevin takes every opportunity to listen to customers' needs and ensures that TransLink continues to make strides forward for a better tomorrow by putting sustainability, reconciliation, and inclusion at the forefront.
Kevin serves on the board of directors for the American Public Transportation Association and is a member of the Presidents Group, a group of executives championing accessible and inclusive workplaces.
Prior to his time at TransLink, Kevin served as Administrator and CEO of the Maryland Transit Administration (MTA). Kevin holds a master's degree in Public Policy from Johns Hopkins University and was recognized as one of Mass Transit magazine's Top 40 under 40 transit professionals.
Jeff Busby
Chief Operating Officer

Biography
Jeff is currently the Chief Operating Officer (COO) at TransLink. His primary focus is creating stronger alignment across the enterprise to advance the organization's strategic priorities. As COO Jeff leads a diverse portfolio of corporate functions that have an enterprise-wide strategic support function. These include the Real Estate, Business Technology Services, and Internal Audit and Continuous Improvement divisions. Jeff is responsible for strategy implementation and works to ensure business plans, priorities, and decisions are aligned across the enterprise to help deliver TransLink's ambitious vision for the future.
In his previous role as the Vice-President of Engineering at TransLink, Jeff led a team of 140 professionals responsible for delivering a $6.4 billion capital program. Jeff was responsible for capital project delivery, project development, TransLink's Infrastructure Project Management Office, municipal transportation infrastructure cost share programs, operations and maintenance of five bridges, and initiatives supporting regional goods movement.
Jeff is an accomplished transportation executive with 20 years of transportation planning and engineering experience, including more than 14 years in Metro Vancouver and six years in Chicago. He is a registered professional engineer who holds a Master of Science in Transportation from M.I.T.
Patrice Impey
Chief Financial Officer

Biography
Patrice Impey is TransLink’s Chief Financial Officer (CFO). In this role, she is responsible for leading TransLink’s overall Finance functions, Strategic Sourcing and Contract Management, and the organization’s Enterprise Sustainability Program.
Patrice brings over 20 years of experience in senior finance executive roles, most recently as the CFO and General Manager of Finance, Risk, and Supply Chain Management with the City of Vancouver, and previously as CFO of Hewlett-Packard Canada and SAP Business Objects Americas.
During her time with the City, Patrice oversaw the creation of a new Empty Homes Tax, which is the first of its kind in North America. She also supported the City in becoming the first Canadian municipality to create a sustainability bond framework, and the first municipality to report on the Task Force on Climate-related Financial Disclosures. Passionate about environmental stewardship, Patrice co-chaired the Canadian chapter of the CFO Leadership Network with Accounting for Sustainability, a global organization that supports finance in driving organizational change to address climate solutions.
Patrice’s academic background includes an MBA from the Ivey Business School at Western University, a Bachelor of Science from the University of Manitoba, and the Program for Global Leadership with Harvard Business School.
Steve Vanagas
Vice-President, Customer Communications and Public Affairs

Biography
Steve is the Vice-President of Customer Communications and Public Affairs at TransLink. In this role, he is responsible for communications, marketing and ridership development programs, Indigenous Relations, community engagement and public affairs, and building upon TransLink’s brand and reputation as one of North America’s top transit systems.
Steve is passionate about listening to customers and improving their transit experience. Under his leadership, TransLink released its first-ever Customer Experience Action Plan and completed its largest public engagement in the organization’s history, while developing a new 30-year plan, Transport 2050.
Steve previously served 10 years as head of communications and public affairs for BC Hydro, where he delivered a complete re-brand of the organization. He was previously Deputy Chief of Staff to the Premier of British Columbia. Steve is a graduate of Simon Fraser University and has an MBA from the University of Victoria. He currently serves on the Board of the Coast Mountain Bus Company.
Tammy Young
Vice-President, People and Culture

Tammy Young is TransLink's Vice President of People and Culture. In her role, she is responsible for leading people programs, including employee relations, talent acquisition, organizational development, and compensation and benefits. As a member of the Senior Executive Team, she also helps advance TransLink's organizational objectives, while building on our high-performance culture. Tammy is passionate about ensuring human resources has a "people first" focus.
She brings over 20 years of experience in HR, including leadership roles in the healthcare and public sectors. Prior to her time at TransLink, Tammy served as the Executive Director of People at Providence Health Care, where she oversaw all aspects of human resources and workforce management.
Tammy currently serves on the board of A Better City. She spends her spare time with her three children and two dogs. As an avid runner and hiker, she loves being out in nature as much as she can.
Sarah Ross
Vice-President, Transportation Planning and Policy

Sarah Ross serves as the Vice-President of Transportation Planning and Policy, where she plays a critical role in shaping Metro Vancouver's transportation landscape. Sarah's keen focus on advancing TransLink's Access for Everyone vision is guided by her core belief that the job of transportation planners is to break down inequality and increase access, in ways that minimize the negative environmental and health impacts of travel. She leads an exceptional team responsible for developing comprehensive policies, funding strategies, network, and infrastructure plans to meet the diverse needs of the region's growing population. She also oversees the team responsible for transportation analytics, research, and forecasting.
With over 25 years of experience in transportation planning and research, Sarah brings a wealth of expertise to her role. She has been instrumental in delivering multibillion-dollar transportation plans. She has crafted long-term visions that prioritize the region's mobility needs while aligning with broader sustainability objectives. Sarah is a champion for accessibility, improving the customer experience of taking public transit, and building safer cycling and walking infrastructure.
Sarah's academic background, which includes degrees from McGill University (BA Sociology), University of Toronto (MA Sociology), and University of British Columbia (MA Planning), underscores her deep understanding of the complexities of transportation planning and management. Beyond her professional pursuits, Sarah is an urban cyclist and finds fulfillment in outdoor activities such as trail running, coaching cross-country skiing, and cheering at her kids' soccer games.
Sany Zein
President & General Manager
B.C. Rapid Transit Company
Biography
A professional engineer with more than 30 years of experience in the transportation industry, Sany brings to the role extensive knowledge in rail industry topics such as customers' evolving expectations, supply chain challenges, labour market dynamics, procurement and delivery models, asset management, system modernization and digitization, and ridership recovery. Sany leads BCRTC during a time of incredible expansion of the network, an extensive capital project plan, while also embarking on the maintenance and renewal of our infrastructure and assets.
Previously, Sany was a member of the TransLink team for over twelve years, serving as Vice President of Engineering from 2016 to 2021. He oversaw the delivery of the annual capital program and the development of the strategic asset management program and was a key leader in many capital projects and programs such as the Evergreen Extension, Broadway Subway, Surrey-Langley SkyTrain, Canada Line upgrades, SkyTrain fleet expansion, major station upgrades, and upgrades to rail maintenance and operations facilities.
Michael McDaniel
President & General Manager
Coast Mountain Bus Company
Biography
Michael McDaniel is the President and General Manager of Coast Mountain Bus Company (CMBC), the largest operating company in the TransLink enterprise. He joined CMBC in 2018 as President and General Manager following three years on the CMBC Board of Directors of which he served two years as Chair.
Prior to joining CMBC, Michael was President and CEO of the Pacific National Exhibition (PNE) for fifteen years and was responsible for its overall operation, including community and government relations. During his tenure, Michael led the PNE through its transition from provincial ownership to the City of Vancouver. He was also instrumental in developing a long-term future for the PNE and Hastings Park, including a City Council approved 30-year Master Plan and an approved governance structure. Before his appointment as President and CEO, Michael held the role of Vice President of Human Resources, managing employee and labour relations, performance management, recruitment and retention, payroll, benefits, and occupational health and safety.
Michael also has previous experience in the hospitality, tourism, and entertainment industry for companies both locally and in the United States, and has spent time as a contract consultant, providing expertise in corporate and management development.
Michael sits on the Board of Directors for the Canadian Urban Transit Association (CUTA) as Vice Chair of Finance as well as Invest Vancouver, a standing committee of the Metro Vancouver Regional District Board.
In 2005, he was recognized as one of Vancouver's "Top 40 under 40" by Business in Vancouver.
Michael holds a Bachelor of Arts degree from Simon Fraser University and a Master of Business Administration (MBA) from Simon Fraser University’s Beedie School of Business.
Suzanne Muir

Metro Vancouver Transit Police
Biography
Following over 28 years of policing experience at Vancouver Police Department, Chief Officer Suzanne Muir joined Transit Police in 2022, overseeing key areas that included the Operations Communications Centre, Explosive Detection Dog Team, Community Engagement Team, Targeted Mobile Enforcement Team, Finance, Human Resources, Recruitment and Training, Facilities and Fleet. Chief Muir also served as a Transit Police representative on the TransLink, CACP and BCACP Equity, Diversity, and Inclusion (EDI) Committees.
Chief Muir joined the VPD in 1995, and gained diverse policing experience, having worked with the VPD Strike Force, the General Investigation Unit, Robbery, Assault and Arson Unit, Major Crime Section and Special Investigation Section. In 2015, she was promoted to Inspector and remained as the Officer-In-Charge of the Special Investigation Section, before transferring in 2017 to the Diversity, Inclusion and Indigenous Relations Section and Victim Services Unit. In 2021, she joined the Operations Division as a District Commander.
Chief Muir is the recipient of nine VPD Commendations, including three Chief Constable Commendations. She holds a Master of Business Administration degree from the University of British Columbia and is an inductee into the Canada Soccer Hall of Fame.
